Steady Freddy was the president of Beta Colony during the time of the Barrayaran-Escobaran War.
There was an ongoing in-joke in the books about Steady Freddy. Everyone who mentioned him said he was OK, but they didn't personally vote for and didn't especially like him. This could perhaps call into question the validity of his election. And since the Betans liked to vote on everything there was another source to the humor.
Behind the scenes[]
The lack of people voting for Freddy is sometimes compared with the lack of US voters who would admit to having voted for Richard Nixon.
