Senior Sealer Greenlaw was a quaddie who served the Union of Free Habitats in their Department of Downsider Relations. She compared her job to "a minister plenipotentiary" for a government's State Department.
She had spent forty years in her job, with visits to both of the neighboring planetary systems, although Miles Vorkosigan wondered whether "she might be the sort of person who thinks that if you've seen one planet you've seen them all."
She was assigned to the task of dealing with the Barrayarans to punish them for causing a major diplomatic incident at Graf Station that almost resulted in quaddie deaths.
